Why in Device Manager the "disable device" option disappears?

In Win10 1903 Device Manager sometimes after disabling & enabling USB device, the "disable" choice disappears.

Any idea what this means? No other problems are visible, no yellow bangs etc.

The device is a child of usbccgp.

For other unrelated devices the "disable" choice remains visible.
