Why hasn't Microsoft fixed the file naming problem of "can't name a file the same name as a folder"?

When trying to save a file it is not easy to save the file with a name if the name of the file is going to be the same as a folder. Example: I have "loose" pages in a folder that is named Thistle. I take those "loose" files and put them together into a PDF. I am not allowed to save the file in the root folder by just typing in Thistle when I do save as because of the folder that is also named Thistle. Windows STILL can't do it, 4 years or more after the problem was found. This has been a known problem in Windows 10 and it continues on in Windows 11. I am required to type in the full nam
