Why has activation stopped working after the 24H2 update

I have a new computer at home that has retail windows 11 pro installed. The operating system was installed using a local account.I bought the license and installation media through a reputable computer store and used the installation media to install the OS before using the activation key that came with the media to activate it. Before the update I setup the computer with the additional users that will also be using this computer as well as installing the apps I use. To try to resolve the issue I have run activation troubleshooter a number of times and it shows error code 0xC004C003 implying a
