Why even as an administrator it says access is denied?

Windows 11. Updates are not downloading properly. So after going through an article, I ran a few commands. When I entered ren%systemroot%\softwaredistribution softwaredistribution.bak, it said access is denied. I made sure the level of access granted to the user was that of an administrator. Please help me out.
