Why doesn't "Fix issues" button appear after update fails due to lack of disk space.

Tried to upgrade to Windows 11, version 24H2 but ran into disk space problems. The support pages say there should be a "Fix issues" button appearing that would allow use of an external storage for the update, but no such button appeared. Any other way to use an external storage device?
