Why doesn't dictation work on Windows 11 24H2 build 26100.1150?

The dictation function (online speech recognition) no longer works for the Romanian language on Windows 11 24H2 (Build 26100.1150). When pressing the Windows + H keys, the following error appears: "Something happened and we couldn't enter your voice typing text. Wait a bit, then try again." Strangely, on Windows 11 version 24H2 (Build 26100.863), dictation works without any issues. However, after the July 9, 2024—KB5040435 update (OS Build 26100.1150), the dictation problem occurs.I checked the language settings of the operating system as well as the microphone and everything seems to be fine,
