Why does Xbox app on PC not launch

[Windows Server]

As title says. Xbox app will open and be stuck in launching screen and never launches. I had a Specialist control my screen and they could not figure out why that was and told me to leave a bug comment through windows and they would get back to me. They never did so now I'm making a post about it here to see if anyone has a solution. I've paid for two months of PC game pass and never received my product.
