Why does windows file explorer suck so horribly?

Why does windows file explorer not recognize copy (ctrl-c) and paste (ctrl-v) sometimes? I often have to repeat the process multiple times before it works. Why does search highjack all tabs of windows file explorer? If I perform a search in one file explorer tab, then the address bar and commands switch to search in all tabs and the other tabs become unusable. This seems like a buggy piece-of-**** app, not the foundational file management interface for the Windows OS.
