Why does Windows deny me access to my own folders?

I'm trying to get here ON MY OWN PC to install a back-ground Excel-file running automatically in the background (as I've done for years):


C:\Users\me\AppData\Roaming\Microsoft\Excel\XLSTART


However, file explorer won't allow me as soon as click on 'Application Data':

WHY, OH WHY DOES MY FILE EXPLORER THINK I SHOULD NOT BE ALLOWED HERE????


It is my PC, no-one else's. I paid for it. It is not MS's. I am its administrator; THERE IS NOBODY ELSE I CAN ASK FOR PERMISSION. The files and folders belong to me (or so I thought).


Why do I get this unwanted, unhelpful, hated message without explanation? How do I get to my XLSTART folder if I cannot browse to it?
