Why does Windows 10 setup create Bootloader on disk 1 and SYSTEM on disk 2 without being TOLD SO?

When i installed (of an external ssd) all partitions on Disk 2 were deleted by me prior of running setup (i used a bootable repair environment) I ran setup and instead of putting EVERYTHING on C: windows setup decides to split up BOOT and SYSTEM to disk 1 and disk 2 WTH?Why did i end up doing this? Because the latest Windows 10 cumulative update package deployed by windows update completely screwed my Laptop into a crashing windows loading screen (i repeated the ordeal multiple times with the same results) .
