Why does Windows 10 Pro's Windows Backup not allow me a choice to backup my Downloads folder?

Window 10 Pro's Windows Backup only allows me to backup five folders, Desktop, Documents, Pictures, Videos, and Music, to my OneDrive. I have a Downloads folder at the same level as those five folders. Why does Windows 10 Pro's Windows Backup not allow me a choice to back up my Downloads folder?The following screenshot shows what I wrote above.==========.
