Why does the dism checkhealth and restorehealth commands do not work

Hi, just bought a pc and it wasnt factory reset so I tried to do so but it didnt work, so I did the SFC scan and then tried to do the dism check health command and restore health one but it doesnt work saying that the cleanup-image option is unknown (error 87). See images attatched. I believe it is running windows 11 but possibly is on 10. I tried to upload photos but it didnt not work for some reason. There is also another error code 1639
