Why does the Copilot Recall 'Save snapshots' option revert to off in Windows 11?

I'm experiencing an issue with the Copilot Recall feature in Windows 11. The "Save snapshots" option reverts back to off instantly when I try to enable it. There are no error messages or feedback, and this feature worked previously. I've tried toggling the option multiple times, but it doesn't stay enabled. How can I resolve this issue?
