Why does Photos Legacy exist if it isn't meant for creating videos on?

I was told by a Microsoft helper that Photos Legacy is not meant to be usedfor creating videos.Is there any way we could improve it so that it can? Right now, I'm watching it export (save) about 95% of the video, and nothing seemscapable of making it go just a tiny bit further.
