Why does Paint give 2 different image dimensions?

Windows 10 File Manager (Properties, Dimensions) says my image is "150 x 150" pixels. Opening it in Paint (bottom status line) says it is "150 x 150px". So far so good. But the Paint mouse pointer coordinates (lower-left, and use arrow keys to move the mouse) go from "0, 0px" in the upper left (good) to "148, 148px" in the lower right. 0 to 148 is 149 pixels, not 150. Is the image 150x150 pixels or 149x149? Or does Paint not allow moving the cursor to the rightmost column or bottom row of pixels? (For some reason I am unable to upload my example image, but it seems to apply to any image
