Why does my Windows 11 machine steal all available bandwidth regardless of what else is happening on the network?

I have two Windows PCs on my network. One is Windows 10, the other is brand new and Windows 11. After putting the Windows 11 machine on the network, anytime a download is started on that machine all available network bandwidth is consumed. The Windows 10 PC will have it's own downloads lose all but 100-200kbps, even if started before the Windows 11 machine begins its download. Additionally, streaming cannot happen while the Windows 11 PC is downloading anything.
