Why does my pc always have a problem everytime I reinstall windows?

Hello, I've been having problems every time I reinstall windows and I have no clue what could be causing this. Around a months ago for some reason System or ntoskrnl.exe kept using up a ton of disk utilization and this happened completely out of the blue. after a couple days of trying to fix it (I did SFC scans, but it couldn't finish because it was too corrupted, I did DISM restore health command but that wasn't working because it was more corrupted, and I did 2 chkdsk but after the last one my PC wouldn't turn on) so I just reinstalled windows.
