Why does my desktop go black and a taskbar looking like from Windows XP or Vista appear on the top left corner?

This has been happening to me alot of times aswell as msedge, First i just see nothing and then a taskbar that looks like its from XP or Vista appears on the top left corner that is the size of a minimized window on the Command Prompt screen [When log in screen holding shift and restarting]
