My cpu (i5 12500H) in my laptop (AN515-58) automatically increases frequency to max even in idle, when in balanced mode. Earlier it used to turbo boost only in best performance mode, and it used to become stable at balanced mode. Now both these modes does the same thing and has no difference whatsoever. It only comes to stable frequency only when I switch to power efficiency mode. But in power efficiency mode decreases performance during gaming and other high end tasks. I have tried to go to Power option→Change plan settings→Change advanced power settings →Turn down maximum processor rate to 9
