Why Does Microsoft Charge So Much for Windows When You Can Just Download Windows for Free and Buy an Activation Key?

I know in the past that websites selling activation keys used to be sketchy and the keys would usually be volume activation keys but nowadays it's not like that. These websites are selling retail keys for all Microsoft products, not crappy volume keys that get deactivated after 3 months. So I'm wondering why anyone would ever spend $200+ to buy Windows 11 when you can download Windows 11 for free from Microsoft with the media creation tool and then pay at the most $30 for a authentic retail activation key?
