Why do taskbar buttons change order when switching between desktops?

When switching between virtual desktops, the order of taskbar buttons revert to some previous state. This is a user experience failure and a bug.Steps to reproduce:1) Press winkey+tab and create a second desktop2) Open three different applications (outlook, calc, browser)3) Reorder the taskbar buttons by dragging them around4) Switch to the other desktop, then switch back5) Observe the button order revertedAllowing the user to reorder the taskbar buttons is intended to facilitate a workflow: By using the winkey+1/2/3/4/5 key combination it allows rapid switching.
