Why do picture shortcuts change and how to stop it.

Sometimes I have pictures that I organize in different folders but I also want to exist in other folders. An example would be a folder for dogs and a folder for cats but the picture is of a dog and a cat. I don't want two copies of the same picture because I don't want to waste memory space so I make a shortcut of one and put it in the other folder.But sometimes the shortcut changes to a picture that is already in that folder. Why does it do that and how can I stop it? I think it might have something to do with any changes being done to the parent folder or the picture that the shortcut is of
