Why do my desktop icons randomize after restarting my PC, even though I sort them before shutdown?

I'm having an issue with my Windows desktop icons. Every time I manually arrange or sort my desktop icons, they seem to stay in place until I restart or shut down my computer. Once I boot up again, the icons appear randomized all over the desktop, ignoring the previous arrangement. I've already disabled "Auto arrange icons" and unchecked "Align icons to grid," but the problem persists. Is there a setting or fix that can help my icons stay in their assigned places after a reboot?
