Why do I keep getting the ridiculous prompt that I have to install .Net Runtime???????????????????????

This is absolutely unacceptable in the year 2025. I restore my computer to an earlier version. Suddenly, Windows decided it was so brilliant to remove or uninstall my runtimes or whatever. I can't even get into the Dell Display Manager because of this ridiculous prompt. I get the following: You must install .Net Desktop Runtime to run this applicationArchitecture: x64App Host version: 8.0.11I install this exact program, and this idiotic prompt still pops up like it's an unaware computer from the 90s without the supposed intelligence.
