Why do both my Background and Lock Screen pictures keep changing when it is not set to Windows Spotlight?

I set both of my Background and Lock Screen pictures to certain pictures but if I walk away from my desktop, after locking my laptop, I return only to find the Lock Screen picture has changed. And when I log in, the Background picture has changed too. I am not using Windows Spotlight at all. Why does this keep happening?
