“Why did my PC restart” infinite loop (Windows 11)

Context: I have a desktop that was underperforming and storage was almost full, so I decided to reset it (by underperforming, I mean that it was blue-screening and overall performance was bad). After finishing resetting, I was met with a screen to get info (language, keyboard layout, timezone, etc), then “Why did my PC restart?”. Problem: I pressed next and the screen goes black and displays a loading screen and “Just a moment”. After maybe 10-20 seconds, the PC restarts. After it restarts, it bluescreens with the error code “CRITICAL-PROCESS-DIED”. After that screen loads to 100%, it goes bac
