Why did my CPU works poorly after updated to windows 11?

Hi,I’m a new user and not an expert but I’ll try my bestSo I just updated to windows 11. But I noticed that my pc has gotten very slow after a while. Everything is slow including opening the startup menu, windows antivirus slow from usually 1 minute to 1 hour 47 minutes. Games is also unplayable because of my pc poor performance. Then I downgraded back to windows 10 but still no luck. The lag is still there. I suspected the problem is with my intel i7-14700F cpu. In the task manager, base speed is 2.10 GHz.
