Why can't we take screenshot of start menu?

I am trying to create a technical document for that I need screenshot of start menu.I tried Win + Shift + S, print screen key on my keyboard as well as snipping tool but it captures only the desktop, it leaves the start menu.It is like Start Menu is a layer above the desktop.Is there any way I can capture the Start Menu ?
