Why can't we download Windows 11

Good Day, I am an instructor at a college. I teach Windows OS. I require students to download the Windows ISO. It does not let me and any of my students at the college download it. I did get:Refer to message code 715-123130 and 5b9d458a-a1f4-4dc6-a0ec-22037596e279.
