why cant my ps4 controller conect proparlly on my pc

im conecting my ps4 controller to my pc but when it conects its put on charging mode and i cant use it this is with via usb and via bluetooth is with both it the device dosent get recognized with ds4 windows but gets reconized with rewastd but dosent work
