why can't I open Live Mail that I just downloaded?

I just changed laptops from an old one that was originally Windows 7 and was upgraded to Windows 10. New one is Windows 11. I found a link to get back my Windows Live Mail that I always used on old one. It installed but won't let me log in. Why and what can I do?
