Why can't I delete this app?

Although I am an administrator, I can't uninstall Minecraft Launcher and when I try to uninstall it I get this: First it says "Minecraft wants to make changes on your device" and I ofc say no after that it says you need to log in as an administrator in order to remove this device. Also I deleted ".minecraft" folder a long time ago. There are also 3 Tlauncher apps that my pc can't find and delete either I thought that I deleted those along with the whole app and .tlauncher folder.
