Why cant I create a shortcut anymore when it was working fine for the past month?

Hello! I am no longer able to create a shortcut for a website in any of my folders. I used to do this by copying the URL of the website; then right clicking in the folder I want to save the shortcut and clicking 'new -> shortcut'; then a box would come up asking me to type the file location. At this point I would paste the URL and then it would ask me to name the shortcut, and then it was created in the folder. Now, every time I right click and click 'new -> shortcut', it automatically creates a blank shortcut file without asking me to put in the location and name of the shortcut (as bel
