Why cant i add new files to my OneDrive personal vault even though i deleted the previous 3?

Hi, i am using a basic plan and have deleted all previous personal vault files, however when i tried adding a new file to personal vault, it didnt work and i dont know why, please help me i have tried doing a lot of things for over 5 hours, thanks in advance.
