Why can't I add my payment method to Microsoft?

I've tried several cards and checked them all numerous times before entering it in as a new payment method, but every time it says 'Check that the details in all fields are correct or try a different card.' even though the details are, in fact, correct. I tried seeing if the billing information matched my accounts and settings and it did. Microsoft is being difficult when I try to contact support and I can't get to them.
