Why can my windows installation not start on my new PC?

I've built a new PC last weekend and could not start the windows installation, all I get when booting on my installation media is a blue screen that says "Your PC needs recovery" something along these lines. I get the errorcode: 0xc0000098, i can go into the "edit boot options" menu with shift + f10, but when running a memory diagnostic it shuts down 20% in and doesn't startup again. I've tried with one RAM stick, tried switching out the RAM sticks, put a brand new SSD in.I've tried installing windows 10 and 11, both with installation media and through formatting an ISO, formatting from multip
