Why can I see my external hard drive is not in file manager, data mgt, or diskpart but I can see the data using data recovery software?

Hi. I have an external drive that does not show up in file manager (windows 10). In data management, it does not show any partitions, is labeled disk 1, unknown, and not initialized. Right mouse clicking it "initialize" is greyed out. In diskpart, I see disk 1 with status of online, size of 0, free 0. When trying to create a primary partition, I get a message of "DiskPart has encountered an error: The request failed due to a fatal device hardware error. See the System Event Log for more information." I pulled up the eventvwr but do not know how to find the log. I thought of trashing the drive.
