Why can I scroll vertically in some Windows Explorer folders but not others?

When navigating in Windows Explorer, I can scroll vertically using the mouse wheel in some folders but not others. In the 'others', I have to individually select the folder or file. I can't scroll to it and when I attempt to scroll, the selection moves horizontally not vertically.I've uninstalled and reinstalled the mouse / driver several times. I've also upgraded from W10 to W11. But the problem is still there.This behaviour happens in the same folders - in some, I can scroll vertically and in others I can only scroll horizontally.
