Why can i only open jpg files on paint?

i am trying to download photos from a camera, but when i try to open it, it's only able to open in paint. And i don't want to take the risk of downloading a jpg to pdf converter. Does microsoft have an official app or is there any other way to fix this without downloading one of those sketchy converters?
