Why can I not restore HVEC CODEC for video?

I try to use default program for video viewing and I pay not long ago 1 euro and something. I reset my pc and now I need the codec. Not only that, but I see the ecosystem of Microsoft start not working?Where is my HEVC codec? I tried library, but nothing.
