Why can I not change file permissions on or in the Windows folder in W11??

Why can I not change file permissions on or in the Windows folder in W11??? When troubleshooting Win Update and needing to rename or repair files in my system root directory it is IN-Frickin possible to do when locked out like this. IT IS NOT OK!The ONLY solution I can identify at this point is to downgrade to Win10 and start to prepare to migrate to a different OS that isn't going to screw me like this. I refuse to own a system that will black box something like that. I am just missing something here? It appears that no users have any usable permissions for the Windows or subdirectorie
