Why aren't 4 core CPU's with HT, like my 6700HQ allowed in Win 11, but Atom CPU's which are dual core 1Ghz allowed to run it?

It seems like all they care about is forcing people with older laptops to buy newer ones, so they can make money selling more Windows 11. After all, what happened to Win 10 being "The Last Version of Windows?" I knew that was Bullsh!T I highly doubt the dual-core 1Ghz Atom CPUs or any other under 2Ghz will run Windows more efficiently than my 6700HG CPU running at 2.6 Ghz with 4 cores!
