Why are "*Some settings are hidden or managed by your organization"?

When I go to SETTINGS, ACCOUNTS, SIGN-IN OPTIONS, it has that printed in yellow. I remember having geeksquad set my computer a few years ago to bypass the Windows log-in screen, although, I can't remember how it was done, I suspect this is related to that. I can't remember if he had to create another user in the process or not, does it make sense that he would've had to? The 2nd user is also an administrator, and is the account I use. I don't appear to have a Group Policy Editor, or gpedit.msc, so I can't help but wonder how he had done it. I'm just trying to learn, should probably go ask
