Why are refunds so hard to get and why doesn't the upgrade to windows pro in the store show you when you've upgraded?

First a rant. I wanted to upgrade so I went to the store. I entered my details and clicked the "BUY" button and got kicked back to the first screen. Nothing changed. So I did it 2 more times. Still nothing. Well I looked at my bank statement and saw that I've purchased windows 11 pro 3 times. FML.......... I go to research how to get a refund and it tells me to go to the history. I go and can't do a refund on the obvious mistaken purchases. Do I just call the number to ask for a refund? This should be standard to request a refund for software. I don't get it.
