Why are my vertical raw files being auto roated to landscape?

New Dell XPS and the windows 11 photo viewer auto rotates raw files and I cannot rotate them back to vertical. I have reinstalled photos, tried installing photo legacy, and a 3rd party app and they all do the same. How do I fix this?
