Why are my arrow buttons moving the cursor 2 spaces at a TIME!?

I am going mad. Every time I use the arrows on my laptop to move my cursor around, it moves the cursor 2 spaces at a time. If I hit the left arrow to take the cursor back one space like it normally would, it doesn't happen; the cursor moves back 2 spaces instead. It doesn't matter if I am using the UP, DOWN, LEFT or RIGHT. They all move 2 spaces at a time now. It doesn't matter what program or app I am typing in, it still moves with double moves. I have even restarted my laptop back to factory reset (keeping the local files) in hopes that this would resolve the problem. This is a new Sam
