Why are my apps and functions not working?

Every time I click on the windows button, it does not work and nothing shows up. I can't even shut off the laptop the normal way, I have to hold down the power button until it closes. I can't get access to any of my apps other than the ones which are pinned to my taskbar. And the Microsoft store app nor the file explorer is working. Every time I attempt to open said apps, I get a blue square saying they are blocked and to talk to my system administrator.
