Why am I being asked to create a Windows Hello PIN on my new HP laptop, but when I try to it says try again later and kicks me back to my signin scree

I just purchased a new HP laptop for my son and I can’t get past the initial Microsoft Account screen/window. I created a new child outlook email account but I keep running into a screen asking me to create a Windows Hello PIN. When I click the blue NEXT button I get a page that says “something went wrong. We weren’t able to set up you PIN. You can try again, or skip this step and set up a PIN later.” I’ve hit the blue RETRY button several times and nothing changes. I’ve also clicked “Skip for now” and then I’m kicked out back to the original locked sign-in screen requiring my account sign in
