Update: the problem seems to have sorted itself out; I still have no idea what caused it in the first place though, so any suggestions regarding that would be appreciated, as I'd like to know what happened here.Dell Latitude 7430. Windows Updates completely up-to-date. "Dell Command | Update" app completely up-to-date. "Intel Driver & Support Assistant" app completely up-to-date. "Scannow" command in Command-Prompt says there's no problems, as does "Scanhealth" command. Hard-Drive has 30% free.
