Where is information about the last interactive sign-in stored, and why would Windows be unable to retrieve that info?

I'm the administrator of many Windows 10 Enterprise clients connected to domain controllers that are in another county. I'm an administrator for my own OU, but I don't have Domain or Enterprise rights and I can't touch the policies pushed from the domain. Right now I'm dealing with the below problem on an internet-connected domain; most of the systems I'm responsible for are not internet-connected.
